A “hi-tech revolution” to create a million jobs will be promised today by Lord Mandelson.
The Business Secretary wants to boost the biotechnology and digital sectors, with special emphasis on aerospace and lowcarbon industries.
In a speech yesterday he also criticised calls for higher tax rises for the better off, saying top rates of tax should “never be punitive”.
